13.02.7 - PSA What is a Prospective Student Athlete – PSAs are students who have started classes in the 9th grade and remain PSA until a) officially register and enroll in minimum full-time program of studies and attends classes in any term of a four-year college or b) participates in practice/competition at four year college. 

13.02.8 - Recruiting – is any solicitation of a PSA or a PSA’s relatives/ guardians by an institutional staff member, or by a representative of athletic interests for the purpose of securing the PSA’s enrollment and ultimate participation in our athletic program. 

13.02.3 - Contact – face to face encounter between PSA or their relatives, guardians or someone similar and an athletics department staff member or representative during which dialogue occurs in excess of an exchange of a greeting.  Any face to face encounter that is prearranged (positions where contact is possible),  that takes place on the grounds of the PSA’s educational institution,  at the site of organized competition or practice, prep school, 2 year college, or all-star game is considered a contact regardless of what is said.  Any communication (face to face, telephone call, or electronic transmission txt) with a PSA at a site of competition is considered a contact. 

13.02.4 - Evaluation – An evaluation is any off-campus activity designed to assess the academic qualifications or athletic ability of a PSA, including any visit to a PSA’s educational institution (during which no contact occurs) or the observation of a PSA participating in any practice or competition at any site. 

13.1 - Contacts and Evaluations
13.1.1.1 - High school PSAs – In person, off campus contacts cannot be made with PSA or PSA's relatives until the PSA has completed his or her sophomore year in High school.

13.1.1.2 - Four Year College PSAs – Athletics staff member or other representative of the institution’s athletic interests cannot make contact in any manner with SA of another NCAA/NAIA four year collegiate institution, directly or indirectly, without first obtaining written permission to do so, regardless of who makes the initial contact.  If permission is not granted, the second institution may not encourage the transfer.  If permission is granted, all NCAA recruiting rules apply.  Written permission can come from, institution’s AD or administrator designated by AD or SA if they attend DIII institution. 

13.1.3.1 - Contact Restrictions
Practice/ Competition site- contact may not be made with PSA before any athletics completion in which they are participating in that day until the PSA is released for the day.  Telephone calls and electronic communications may not be made with a PSA at the site of organized competition involving the PSA by athletic personal attending the competition or who are aware of the competition.  Recruiting contact may be made with relatives, guardians, at the site of competition including during the game. 

13.2 - Offers and Inducements -
General rule – Athletics or a rep of athletic interest, cannot be involved directly or indirectly in making arrangements for giving or offering financial aid, or other benefits to PSAs.  Receipt of a benefit by PSA is not a violation if it is demonstrated that the same benefit is generally available to the institutions Prospective Students or to a particular segment of the prospective student body determined on a basis unrelated to athletic ability.

Providing Loans and Cosigning Loans
Cash or like items
Tangible items, including merchandise
Free or reduced-cost services, rentals, or purchases
Use of institutions athletic equipment
 
13.4 - Recruiting Materials-
We can provide to PSA, their families, to coaches of PSAs any official academic, admissions, athletic and student services publications, electronic media published or produced by institution.  Can provide other information available to general student recruits. 
No restriction on the timing of this material. 
13.6 - Official Visits- One visit limit –we can only pay for one visit per PSA.  First opportunity to visit – a PSA may not be provided a visit earlier than Jan 1 of the prospective student-athlete’s junior year. Transfer Students – Transfers from four-year institutions get another visit.  Official visits are limited to 48 hours. The clock starts the moment they arrive on campus.

Unofficial visits- visit made at the PSA's own expense
